did you become root like I told you to before you edited the file?

I followed the directions on the site you provided using nano.

you have to type su and enter your root password that you created during install before you edit using the instructions I gave you before. you will know you are root cause your prompt will end with a # instead of a $

Alright slowly but surely I'm getting there

The choppyness has stopped, however, there is no image, there is but only half. Half of the screen is video the other is a big green space. Aside from that the picture is still black and white.

I have an ATI TV Wonder VE and from what I've gathered it's using Phillips NTSC Tuner which would be 60 so my bttv file looks like:

options bttv card=60 tuner=2

That information is according to this site
http://enpc3240.eas.asu.edu/lxr/linux/http/source/Documentation/video4linux/bttv/CARDLIST

from some quick searches I saw the tv wonder no ve as card 63 and tv wonder ve as card 64. I would make sure you have the right card and tuner.

More hardware details might help.

Also have you checked the HD to make sure that DMA is enabled?
Code:
for i in a b c ; do hdparm /dev/hd$i ; done

What does running "top" show as the big CPU users and the amount of free CPU while watching live TV?

What kind of video card do you have and what are you using for video drivers?

BTW - The only reason my signature (below) doesn't include even more detailed info is the 1Kb limit on it's size. You should provide at least as much detail...
