If your Pvr-250 is one of the newer models you may have to edit this file to compensate for the different tuner on the card (LG i think)
etc/mythtv/modules/ivtv
This change should work
options ivtv card=85 type=39
options ivtv tuner=39
Then reboot your system and tell us if you get sound or video through the card

interesting.....
I still have static, although this is different looking static it is more wavy than dots....
It still says this about my Tv card....
Multimedia video controller: internext Compression inc: unknown device 0016 (rev 01)
Subsystem Hauppage computer works inc.: Unknown device 4009
Flags bus master, medium devse1, latency 64 irq 11
I have edited the etc/mythtv/modules/ivtv to match the previous post... no dice yet.....
Thanks so much for the help so far.... $10 paypal to anyone who can help me get this working!

Ok, so it seems clear that for some reason my pvr-250 is not properly recognized....
this must mean that I need to find a better ivtv driver. Does anyone have the same 250 that I have?
NTSC/NTSC-J
32032
Rev B3832
If so, what Ivtv driver are you using.... I have tried 106u.....
Thanks so much!

The problem stems from Hauppauge making xmillions version of card recently as TJC stated. IVTV didn't get all the new versions of the card and thus the newer card is quite a bit more of a pain to get going at this point in time.
I have two cards and one is old and one is new and the new one was harder to get it going. If I'm not mistaken all I did was reload from scratch and then edit and reboot the system. I did not have to recompile IVTV. On the other hand there are others that had to edit and then recompile to 106U to fix. It's possible that you have a third type that requires the tuner type change and a newer version of IVTV. I looked and IVTV has a lot of changes as usual to their driver.
etc/mythtv/modules/ivtv
options ivtv card=85 type=39
options ivtv tuner=39
I guess I would say it is either the tuner type that is incorrect and/or the IVTV driver.

Thanks for the reply....
I have reinstalled probably 4-5 times...
When I do a reinstall, i always get
Multimedia video controller: internext Compression inc: unknown device 0016 (rev 01)
Subsystem Hauppage computer works inc.: Unknown device 4009
Flags bus master, medium devse1, latency 64 irq 11
unknown device, which makes me think the latest build of knoppmyth does not support my particular 250 out of the box...
If i am trying a new ivtv driver, i shouldn't get teh
Multimedia video controller: internext Compression inc: unknown device 0016 (rev 01)
Subsystem Hauppage computer works inc.: Unknown device 4009
Flags bus master, medium devse1, latency 64 irq 11
error anymore, right?
it should actually display the information about the card... tonight i am going to try some different versions of the ivtv driver...
if anyone has any other suggestions, please let me know!
Thanks so much!

Well
"unknown device, which makes me think the latest build of knoppmyth does not support my particular 250 out of the box..."
You have problem correctly stated
"it should actually display the information about the card... tonight i am going to try some different versions of the ivtv driver..."
Not exactly it is not that simple. Here is an analogy
The the version of kernal that your using controls that info. IVTV is the glue that allows the system to communicate with the card. When IVTV is broken by either the card type or driver, then you get the snow or static that you are soo famaliar with. So IVTV works like crazy all the time to develop new drivers because Hauppauge is always changing parts suppliers for the PVR-250 card. Like the tuner underneath that label that you read the config info on. It's probably LG tuner and not the Phillips one that is on my older card...

BTW Quote: options ivtv card=85 type=39 options ivtv tuner=39 is NOT a magic bullet. It's only one of many possible values for that parameter.
Here are your next steps:
- Search in the forums here for other possible values and try them. Another recent one is "47" if my memory hasn't been completely destroyed...
- Search in the IVTV development mailing list archives for the revision "Rev B3832" and look for the appropriate values.
Good luck!

I already set the type to 39 i thought....
I am going to try another ivtv driver.... perhaps the ivtv-0.1.10-pre2-ck100 listed in the thread... does anyone think that this is the problem?
Thanks!

IT WORKS!!!!
It ended up being a setting in the mythtv-setup... I had to change input type from cable-us to another setting, and BAM!!! Up and running!
Thanks so much to everyone in the forums who helped.... I REALLY appreciate everything....
I will hopefully be able to help others with this info, i will put together a post detailing exactly what I had to do to get my PVR-250 hardware revision working with Knoppmyth.
Thanks again!
