Post subject:  how to fix vsync tearing?

So I finally upgraded from my 2007 Rear projection TV with 20 pixels of overscan to a brand new 4K HDR screen!!!!!!!
There has always been some vertical tearing present but I always assumed it was because of my overscan fix resizing a 1080p video to 1040p, apparently I was wrong.
Using this video I was able to verrify that it wasn't just YouTube in Chrome causing the issue.

So how do I fix vsync tearing on an "Intel HD Graphics" Mobo chipset on an i5-3570?
It's been a while since I reconfigured the video output from LinHES and I can't remember how to select the Frame rate and all that good junk. So I need a refresher course.
I'm assuming that running the GUI at 4K is just a bad idea too?

If I have to buy a graphics card (used hopefully) what would you recommend in the SFF half-height variety?

I don't remember how LinHES is set up, but this worked for me on Xubuntu.

Search the following page for "Intel" and how to create or edit /etc/X11/xorg.conf.d/20-intel.conf to add the "TearFree" option.
