Are you message logs filled with similar entries every 5 seconds?
dhcpcd[813]: eth0: Router Advertisement from fe80::7a54:2eff:fe4a:234

Turn these off by adding the following to line to the end of your /etc/dhcpcd.conf

Sorry to drag out an old post but I get the Router Advertisement about every 20 seconds. I have tried adding noarp to /etc/dhcpcd.conf but it had no effect. Here is the contents of my /etc/dhcpcd.conf
$ cat /etc/dhcpcd.conf
