On some of my tv channels theres a lot of noise (like hearing a waterfall). I tried fine tuning, but that doesn't seem to work. what could be wrong? The image is ok.

Would it help if I used a tvr-250 instead???

Yes I did, I also tried moving the box to the place in the house where the signal comes in, but it makes no difference! Maybe the card just doesn't like the signal where I live...
