Will R5 release wait untill 0.13 is finalized or will that wait for R6?

Not all that important, but I was just curious.

No, if R5 is ready before or after 0.13 that is when it will be released. R4 included everything needed to compiled MythTV from source. So installing 0.13 from source shouldn't be an issue(knock on wood).

I know there is a thread of things that people want included but what are some of the big things that will be included?

Our plans for R5 include:
To make it as small as possible.
    GUI installer
    Updated packages
    Updated drivers
Support as must hardware "out the box" as we reasonable can.
Probably one or two more surprises :-)
