How can I keep any transcode or commercial detect jobs from running on the master frontend?

I have setup a slave which is more powerful and I want the slave to do all jobs.

I noticed that the lowest job setting that I can do with mythtv-setup is 1.

I already have the slave working great doing jobs. I want to keep the master from running any.

The master is a headless rackmount p3 1 gig with 2 pvr 150 and 1 hd3000.
The slave is a compaq desktop p4 2.4 no cards or head.

I have frontends on other computers. It works great but I want to move the hd3000 to the slave and to keep the master's load under 1.0.

I have read all of the docs that I could find.
