Asuming that a high speed P4 and a PVR-250 ( or 350 ) is used....how long does it take to change channels while surfing live TV?

about 3-4 sec.

This has more to do with harddrive performance than proc or video capture device, as livetv actually starts recording to disk then reads from there, so on channel change it has to destroy the ringbuffer file start a new one and then start playing it back, though this whole mechanism is getting an overhaul in 0.19 there is no indication of great speedups from what I've read a while back.
