If you're going to replace the power supply anyway, why buy a case with one? For about $10-15 more you can get an Antec case with quieter fans, rubber dampers for the HD mountings, and no power supply. Also the SilentPCReview folks and a lot of others really like the Seasonic power supplies for a nice quiet reliable ones at reasonable prices. Another option, buy an Antec case that already has a power supply (I did), It won't be quite a quiet as the Seasonic but it'lll be pretty good.

I have a silenX PSU (with fan), very quiet and built well, but they also have no-fan PSUs. Also coolerguys have alot of stuff to silence a computer, see:

The Antec cases come with pretty decent case fans. They're not the absolute quietest fans you can buy, but they're pretty good and widely available. Ditto their aftermarket fans. For a reasonably priced case without a PS the Antec SLK3000 has had lots of positive reviews. The only problem is that it's not petite and inconspicuous.

I bought an Antec case from CircuitCity to start my build, while I waited for my SilverStone LC10 to arrive.
It was SUCH A NICE CASE. The SilverStone looks great in the livingroom, but the Antec was, IMO, much nicer. As I set it up, I told myself that the SilverStone would have nice big thumbscrews like the Antec. Rubber drive mounts like the Antec. Tool-less rails like the Antec. NOPE.
Oh well. My wife's PC is sounding like a jet ready for take-off. I think I'll give her the Antec case.

A couple of things come to mind when I read your specs.

The 6200TC vidcards are basically using a shared memory scheme.
Perhaps consider one of the 6200 series cards that are not "TC" models,
which don't use shared memory.

Some of the Seagate 7200.8 models are quiet, and others have been
reported to be quite noisy, (whiny IIRC). If I remember right, I think I got
my info. from one of silentpcreview.com 's execellent tests.

Have to agree about the power supplies. You can't go wrong with
SeaSonic, but I just came back from doing a case swap at a friend's
place, and his new model Enermax was just dead quiet. I could barely tell
if it was on with my ear touching the power supply box.

Oh yeah, on the power supply front I meant to mention, PAY ATTENTION TO THE MOTHERBOARD POWER CONNECTOR! One of the most critical things is to match the power connectors on your motehrboard (20 versus 24 with or without the 4 pin supplemental CPU connector) with the power supply's output. The folks at NewEgg even tend to take pictures of the PS connector so you can count. So for example, this motherboard (24)

Is not compatible with this power supply (20):
