I have been readign ltos about people with border problems, Im not sure what to do next. I have my box plugged directly into my tv via DVI to HDMI, the Tv is a plasma

When I boot up the GUI fills the entire screen on my TV
when I hit watch Tv it shrinks so the picture is not stretched there is no top and bottom border only left and right.

I have tried using overscan under settings in playbackl but when i do that it seems to stretch the picture but keeps the viewable area the exact same size so it jsut cuts the picture off doing nothign with the black borders on each side. using the move settings also moves the pciture within that defined area...

Am I missing something simple?

sounds like you're trying to watch 4:3 content on a widescreen display. If you want to stretch it to fill the screen, you can (I forgot the buttons, but it should be an easy search away).
