If there had to be only one tuner that had hardware encoding, that gave the best performance all around, which would it be?

Nobody can answer your question because you failed to tell us anything about your requirments. What format are you recording? NTSC, PAL, ATSC, DVB? Over the air or cable? What interfaces does your computer have? PCI, PCIe, USB, IEEE1394a/b?

The Hauppauge pvr series would be the best for you.

* If you want hardware encoding & decoding of your recordings get the pvr-350.
* If you want to record two shows at the same time get the pvr-500.
* Else get the pvr-250 or pvr-150 (almost identical pvr-250 can read captions, pvr-150 can't yet?)

Personally I have a pvr-350 and a pvr-500 in my box.

edit: fixed another typo

What ryanpatterson said. There are extensive writeups on choosing hardware on the wiki. See:
