first it list off all my 350 crap

then for the 150 it lists

Haupauge model 26582, rev F0B2, serial# (stuff I wont put on the internet)
tuner model is ICT M2523_5N_E (idx 112, type 50)
TV standards NTSC(M) (eeprom 0x08)
audio processor is CX25843 (idx 37)
decoder processor is CX25843 (idx 30)
has no radio, has no ir reciever, has no ir transmitter

OK, I know I'm being redundant, but it's time to go back and recheck _all_ of your assumptions, from the physical connections (is the card seated properly, is the signal feed connected securely with a good cable), up through the recognition by the drivers (are there any errors in the dmesg log related to the card, does it load the firmware correctly), and right up to your configuration (what are your input connection(s) for the card, do they match the cable you've got plugged in, are you using the right video device and type, ...).

When I fix mysterious problems like this for my dad it usually turns out to be something something basic when he is looking for something complicated. Diagnosing them is usually just a matter of looking at the error messages and warning in the log files with unprejudiced eyes.

I'd also try using non-myth tools first - e.g. ivtv-tune -c 3; then cat /dev/videoN > /tmp/foo.mpg ; (and then mplayer /tmp/foo.mp where N is the device number for your 150 and so on. Sorry it's a bit late for me and I don't have an exact series of commands for you, but it might help you find something useful.
